Nilbool
Nilbool
From a very young age, Nilbool was always groomed to be a spymaster. He was given special training the ways of the mind and how to bend people to one’s will. He joined the ranks of the clerics briefly and found it not to be the life for him, though he did find the teachings of the Elder Elemental Eye the true way. Nilbool takes special pleasure in uncovering forces against the EEE and especially those against the Water Temple.

Better check your book again. Tharizdun's Maddening Scream is an 8th level spell (P. 162).

I'm guessing you actually meant Tharizdun's Touch.

Other than that, looks good. I am left with one other question though. If Nilbool has Leadership, who is his cohort? It can be an existing NPC, or perhaps we need a new one...but it probably ought to be spelled out.

Re: Nilbool
I changed it to random action, thanks for pointing out that huge blunder. :eek

I was sure about the cohort. I was somewhat thinking about Kadiss, but would welcome any other suggestion or someone stating out a cohort. I wasn't sure if it would be a good thing at the moment to include additional bad guys. Perhaps the cohort was recently killed in a raid by the fire temple and could perhaps provide additional justification for the raid on the fire temple, and maybe Nilbool will remain there for an extra round or two, to take revenge. The leadership feat is required for Mindbender, btw, so it wasn't really my choice. :)

With this particular class, it would be particular interesting Nilbool kept a diary (in aquaan, of course, perhaps on something a little more permanent and water resistant than paper). The diary would have entries about his spymaster activities and might include little gems about various baddies in the CRM, and maybe the two dark nagas and the hags. It should also detail the death of his cohort(s) if such an event occurred.

Anyone interested in writing that up? :)

Update
I updated the BoB with the second group of miscellaneous changes (notably Fachish) and Nilbool. I have completed my sweep of the CRM, but please feel free to post alternative suggestions. When I get around to the fanes, you'll see some more. Happy gaming! :)

Re: Update
By the way, on the topic of making the NPCs "more powerful".

To be honest, no...I do NOT recommend using the splatbooks to upgrade the NPCs of the CRM if you're not allowing your players access to the same.

The purpose, at least in my mind, of this thread and these "updgrades" is to rebalance the power. The NPCs were made with core-three only material, and the PCs are often being made with splatbook enhancements. This is intended to bring the villains back up to an "equal" level of power, rebalancing against splatbook PCs what was balanced originally, splatless vs splatless.

Re: Update
I agree wholeheartedly! That indeed was the purpose of this thread. My group uses them, so I had better, too! The same thing goes with Savage Species and BoVD. Don't use either unless you give the players full access to the splat books.

Also, the revisions are meant to maintain the CR of each bad guy (except for Jaroo), not boost them insanely like a particular Dane we all know and love. ;)
