that's gonna be TPK... because now he's got harm!
just harm a few PC's and let Imix hit them once...
harm grants no save... so maybe make him 10th level or something?
but i'm rushing things... how many party members are around...?

I don't want this post to come across as all negative, but I guess you're looking for a crit of this guy, yeah? 
He looks hard...
First, getting all those listed spells off on Lareth just in time for a fight with the PCs (some of which have very short durations) will be next to impossible - one PC advantage is often that they're expecting to fight, and cast their buffs right before they go looking for, or get into, trouble - the bad guys are basically waiting around until the PCs show, unless they've got accurately timed prior warning (which usually means a round or two at most to cast short-term buffs)...are the DDs around to cast all those spells on him so that they're still running when the PCs show?
If the bad guys have a solid idea of when to buff Lareth and can pull it off, grand. If not and you send this Lareth against a party who've used up a load of their own power, I think you've stacked the deck unfairly against them.
Secondly, I'm pretty sure that several of the bonuses you've included won't stack:
e.g. Str bonuses: Ioun Stone+2, Bull's Strength, Curse of the Brute - these are all Enhancement bonuses, right?
IIRC Curse of the Brute fails if it lowers any attribute below 3 (and Lareth as written has, what, a 6 Cha?)
A couple of other comparatively minor points:
Basic Lareth with AC 21 - I can't see where this figure comes from, unless you're including a shield bonus - and your version doesn't use a shield.
Chain Shirt+1 (+5) and Dex 18 (+4) = AC 21? The Rings of Force Armour won't stack (another Armour bonus).
Spell Phylactery - you've got X2 - even though this FR spell allows you to pick between a bracer or headband, it does also say that a priest can only have one phylactery at a time.
This is no small job, but if you could say where the various stat, AC, damage bonuses etc. come from, we can no doubt offer a better appraisal of this kick-ass end-of-level baddie.
What level are the opposition?

The spells that the DD´s cast on Lareth are 1hour/level so yes they are still in effect.

The orb of Oblivian always knows where the orb of silvery death is and they got it with them
So from the time the entered the fire node Lareth starts casting spells with dur. 10min/level
I'll give you the full store when the combat is done, it starts to night!
And Lareth hasn't got bull's str. And as a houserule in my group Ioun stones grant inheret bonus
Eagle´s Splender (+5cha) Cha = 11 (And I thought it could go down to 1 sorry
Curse of the brute (+10str, -10int, -10cha) will have to be (+8str, -8int, -8cha) our add another Ioun stone (cha)
Ac:19 is right sorry about that

This looks awesome. When Hedrack buffed himself IMC he used a potion of Haste to help out. Lareth could use Boots of Speed to help him here. The sucubus can do clairvoyance to track the PC's.
I would also like to see how you got the various bonuses. BTW, the attack bonuses from Divine Favor and Recitaion does not stack. They are both Luck bonuses.

Divine favor: +4 to hit/+4 dam
Recitation: +3 to hit(does not stack)/+3 save
just to boost up his saves
