Monte's web enhancement for RttToEE, Caves of Ancient Secrets, has some underwater combat information, provided by Skip Williams. 3.5e will contain this information, or a derivative of it.

Yes to all three.
"Would dispel magic from above water include area above water as well as under water? Vice versa?"
Yes. Magical effects extend into the water. Water is not n anti-magic shell.
"Does 'water breathing' allow casting spells w/verbal components under water?"
You can cast underwater without hindrance, unless the spell has the fire descriptor. Water breathing, therefore, is not required, though any party adventuring into the water temple would be foolish not to have it (and probably water walking or freedom of movement) prepared!
