Can this happen?
IMC, the party has done a very good show at taking out the Outer Fane. In their first jab into the OF, they killed Naquent, then ran away, with one of their members dominated by Thrommel. This let Thrommel use the new minion to take his coffin out, and he left the ToAC, and is currently around Hommlet
Note: Naquent down, Thrommel down. And the hag that guards the prison.
Second jab into the OF: Went counter clockwise from the Air Door, killing pretty much everything in their way, up to Chymon. (They didn't go in room 45). Chymon pretty got a TPK, and they wake up to Varachan rezing them all with a magic item. Saved their sorry hides.
The party then implements a complicated plan to seduce Hedrack, get him in "a compromising position," and then run in and kill him. This included killing the guardians of the Greater Temple and leaving 2 PCs there to bullrush him off the black circle if he managed to Word of Recall. It all works, they kill Hedrack. And there was much rejoicing.
So who's left? Chymon, the Oracle, Bethe, Water and Earth Door groupies, and bugbears in room 9. (The dark nagas of room 10 had been sent out to kill the PCs while they slept earlier, they got killed.)
At this point, the party is rearing to get into the Inner Fane, and I want to make sure this works.
In the 20ish hours after Hedrack's death, Varachan has sent Bethe out on a mission to kill a man in Verbobonc who doesn't exist. That buys them a little bit of time with her. That seems within his power.
--Can he disband the guards of rooms 9,15, and 12?-- I said he could, when the party suggested it. This leaves the Outer Fane virtually empty, sans the Oracle and Chymon, and the party is trying to think of a way to make Chymon go away. Is this within Varachan's power at all? Have I over stepped multiple boundaries, or what?
I wouldn't normally be worried, but I have a 7person, ~10th lvl group, and it seems that they're not -quite- ready to be in the Inner Fane.

With most of the OF gone, perhaps the DDs consult the Oracle and find out that Varachan is a traitor. They Charm/Dominate/Coerce him into leading the PCs into a trap. Gather all of the remaining baddies in the OF and place them somewhere where they can come at the PCs from multiple sides. For extra effect, have Varachan scream something along the lines of "Forgive me!!" as he charges the PCs, buffed up by the DDs of course.

My first thought would be to have the DDs simply circumvent the OF/party, telling the Oracle to contact the aboleths of the web enhancement, who would use Long Forgotten Passages of the Underworld (tm) to get to Laereth and bring him back. Laereth comes back, is transfigured into his champion self (One of the templates from the best of the boards) and beats down on the party.
Oh, and Bethe comes back, kills Varachan.
How's that sound? Plus I can play "We are the Champions" while Laereth's beating up the party.

Being the greedy dragon she is, Chymon is not going anywhere without her huge treasure horde. As long as her treasure remain at the Fire Door it is unlikely that she will go anywhere ... even to another part of the OF ... as she'd be loathe to leave it unguarded - or guarded by others.
Of course, this attitude makes it easy to bypass her.

152,000 coins and a 4-foot tall statue of solid gold would make for some very bulky travel gear! If legends are true about the emense greed of dragons then they'd loathe even a single copper coin of THEIRS to be left behind to be stolen.

I thought I was trying to argue against moving Chymon around the Outer Fane, by the orders of a human cleric (Hedrack, Nanquent or Varachan), strategically to fight invaders.
I just thought that a dragon would be loathe to leave her treasure unguarded, even for a short time, and that carrying around her massive trove would be difficult with the treasure she currently has available. That's all.
Feel free to contrive any number of ways for a dragon to carry around its horde, but I am not sure if that suits this discussion.

Wasn't there a dragon magic spell in one of the latest Dragon mags designed specifically for transporting hordes?
