First chance to make use of the NPCs from hommlet...
My party got attacked by Jaroo and Marisoden right before they departed for Rastor. Ever since, they have yet to even return to hommlet...they have made several trips to Verbobonc...but they never go back to hommlet...i was considering having some of the cultists take some hostages from hommlet and bargain their lives for the removal of the PCs from the crater ridge mines. They have yet to even meet Dunrant, Chatrilon, GruneChenashi, Grune, Toridan, Vacra. However, the pcs are now lvl 10...and they are considering going back. Should i boost them and use my idea...or what...A little assistance would be great...thanx

Since Hommlet is less interesting for the cult to be (cause Moathouse is empty and PC's are at TOAC, which has to be defended) you could transfer some of the NPC's to Rastor or TOAC (or even Verbobonc), I think.....

At this point why bother with the distraction. If you boost them now your players may wonder why they didn't notice such powerful foes before (ie. why didn't they stop us when we were less powerful?). The distraction may be percieved as a bit contrived ... which they'd be right.
Let the bad-guys make their move and then assume some other heroes come to the rescue. You can use the story later to either highlight their investigative lapse, or highlight that there are other heroes helping out ... or both.
As presented in the adventure it is hinted that there is cult activity in Hommlet (see Geynor's Journal). They might feel guilty that the town suffered because they had not followed the clues, but happy to see that others stepped in to save the day.
Then again, if you want to put the extra effort into it and don't think your players wouldn't mind the distraction from the CRM then go for it, but that's a lot of boosting to make the encounter a challenge.
