How to get in the Altar are of the Water Temple?
It looks like the only way from the general quarters in the mine to the Altar are of the Water Temple is via area 190 (the Sea Hag). This seems out of the way for most of the inhabitants and makes it hard for the Altar area to be defended.

Am I correct? Or is their anothr way in that I am missing?

Defending the Water Temple
You are essentially correct. The barracks of the humans and elven temple guard are separated from the Water Temple and it is difficult for the those temple guard to defend the Temple. Even if they had more direct access to the Temple it'd be difficult for them to help as the human and elf warriors can't walk on water ... I assume that the PCs will use water-walking/breathing spells to make an effective attack on the Water Temple.

If it makes it any better, IMC, I assumed that the both ends of the water in the hag room had a beach area to land boats on such that you can walk from the barracks area to the tunnels leading down to the Temple without using a boat. I also assumed that some temple guards are posted near room 190 alert for any alarm from the Temple area (a difficult Listen Check to be sure, but not impossible).

In the worst case for the players is that they attack the the PCs from behind, coming from the barracks areas.

I'd think the water would be low enough that the human guards, and Kelashein and Nilbool could easily walk through the water from the guard/throne area to the temple. It might go up to their knees, but probably not much higher. Otoh, I seriously thought about a secret passage from the ceiling in Kelashein's area to just above the altar. Of course, she'd need some slippers of spider climb or something, and I don't remember if she has them.
