CRM in Recovered Temple
I've got a group of 12-13 level PCs sitting in a completely wiped out Recovered Temple, waiting for Imix, Laereth and Maliskra to come out and try to end the multiverse. They're not quite at high enough level, I think, so I want a host of baddies from the CRM that they never beat up to come in and "try to take them out so that Laereth has a clear path" when in fact they are XP boosters. Suggestions? (Presume everyone in the CRM is alive, since most of them are.)

A few comments:
1. "...waiting for Imix, Laereth and Maliskra to come out and try to end the multiverse." Why are they waiting? The 'ceremony' does not need to be held in the temple area itself. I suggest you start it in the Fire Node. Better yet, just have them go to the Outer Fane.
2. If any of the CRM shows, or any significant number of them, probably all of them will show up. More importantly, they would need some direction, like multiple people from the Outer Fane and Inner Fane. I'd have them show up and start making camp. Perhaps the party becomes aware of it due to a fight or two breaking out (among different temples).

The CRM doesn't even know the first thing about what's going on at the Recovered Temple...even the Outer Fane is only barely kept informed. Hedrack knows, Naquient might...that's about it.
I'd be far more inclined to put together an "extermination squad" based on what the Outer Fane can round up and hurl at them. It's far more logical, believable, and likely to get them significant amounts of XP.
If you haven't already used Ukemil, the Lions, the Stalkers and the Assassin...do so.
If those are already used up...the Minotaurs, the Naga, the "guest" Drow, the Ogres, the Warriors...basically, anybody who isn't guarding one of the four doors or otherwise specifically occupied (I'd leave behind the Succubus and the Hag) or untrusted (leave behind Thrommel).
I'd have Naquient and Varachan head up the task force...which leaves Hedrack (logically) behind, and gives Varachan a chance to betray the baddies, warn the PCs, and give them their XP shot.

If you do want to use CRM and you still have the Fire Temple around, it might be interesting if Hedrack/Naquent filled in Tessimon and send her along with a squad to head off the party. But, this is an awful lot of fire types to send at them at once. They are probably high enough to buff away much of the fire advantage (and may have already if they know about the node).

The Outer Fane is dead. Completely, sans Chymon.
To my understanding, the ceremony had to occur inbetween the three altars of the Recovered Temple. That was my understanding.

Sounds like there is not much in the CRM that would even begin to worry your party. Heck, unless the baddies pull out some major mojo, you could throw an entire EEE temple at that party with nary a flinch.
If you want to throw something at them, how about creating an EEE outpost - air perhaps -that is called in by the doomdreamers, it could even be headed up by a surviving member of the original temple. It would require a bit of work, but could work better. What is Chymon doing? Did the party take her treasure? If so she could be angry...very angry indeed )
Another thought is you could use Migos Fehr From the free adventure 'Thicker than Water' from the Wizards site, and assume that the events therein have been resolved by NPC's, and Migos has 'found' the real temple and beleives his ritual will work here. (it won't but he will stop at nothing to try it, and will not listen to reason) Give him a few lackeys, have him march in (the PC's may not attack straight away as he is not the foe they expect) and demand they get out of his way.
