Ah, you are of course right about anyone being able to use a crystal ball.
Deity for Varachan IMC is easy since my world is an alternate earth and the PCs are all part of the Catholic church. So, V. would follow the One True God IMC.

Oh boy, is my face red.
Sorry, next time I'll look before I leap and actually read the book before posting.
However, his needing atonement could put a whole new spin on Varachan. Instead of being an ex-cleric who's trying to find someone who can defeat the cult, he turns into a guy who is trying to stay below the radar in the Outer Fane before someone figures out the truth and, when he finds out about this party in the CRM, desparately needs help just to stay alive. His messages become shorter, more urgent and less helpful. When the party finally encounters him in the OF, he might not care who sees him and just be glad to be free. Heck, tears could streaming down his face at the chance to have atonement cast on him.
Of course, that's not how he's written in the book.

As far as I understand it would be a standard action to activate a magical item? I am pretty sure this applies no matter what the usual casting time (hench the utility of the item) unless the item specificially says otherwise.
The save is pretty low, (depending on save modifiers as per the spell) but with the ability to retry every round it makes for a quite useful item. In this regard I would make sure to be harsh over ruling on who can be scried apon.
In Varachan's case I assume he, or some other, has had a chance to gather samples of at least one character to make scrying _much_ easier. Or if someone is using the 'amulet of protection from location and scrying'

IMC one of the characters (Blix) dropped his swords so he could pick up Zert's obviously magical pair and fled invisibly. Blix's swords have been used as scry focuses since by both Tessimon and then Varachan in turn.
I would recommend DMs keep an eye out for similar opportunities.

Not necessarily. The following is the full text. Note that the casting time of scrying is 1 hour, and the description of crystal ball says it functions like the spell. Quote: SRD: Activating a magic item is a standard action unless the item description indicates otherwise. However, the casting time of a spell is the time required to activate the same power in an item, regardless of the type of magic item, unless the item description specifically states otherwise.
If you could retry every round, you will succeed at least once in 20 times. In essence, you could 'take 20'. That is definitely not the intent of the item.
