Placement of Oakhurst
I intend to run the Sunken Citadel to get my party up to level 4 (I am making a few changes, and adding some random encounters on the way to and from Oakhurst to boost them to level 4, as the adventure is designed to take them to level 3) before running RttToEE.
I want the party to begin in Verbobonc, go from there to Oakhurst, take care of the Citadel, then back to Verbobonc and on to Hommlett. My problem is, I don't know where to place Oakhurst and the Citadel.
Any suggestions?

I did the same thing, and placed Oakhurst in eastern Veluna, straddled by a curve of the Velverdyva River (between Caronis and Kisail).

I'd say pretty much anywhere in the Kron Hills. Make Oakhurst a more gnomish town, and I'd say you'd be pretty much ready to go. FWIW I, too, started my campaign with Sunken Citadel.

Well, I can't find Kisail on the map I have (the one from the Living Greyhawk Gazetteer), but I do see Caronis. It's a bit further north that I was hoping for... it seems like, from there, that Devarnish would be a more natural town for them to go to after it's all over... or even closer, Veluna City. I was hoping to put it close enough that they'd want to go back to Verbobonc.
Of course, Kron Hills was my first thought... but that puts it rather close to the CRM doesn't it? I'm afraid they'll try to use Oakhurst as a base for their forays into the CRM if I do that, and I'd rather avoid that.
Still, I suppose I could put it about midway between Devarnish and Verbobonc, near the Velverdyva river. The only problem with that is, the geography doesn't quite match the Sunken Citadel module's descriptions. Of course, I suppose I can change the descriptions...

The Kron hills are a big place; I put Oakhurst between Verbebonc and Homlett. In my campaign they are the second party to head for Homlett, the first only got as far as Oakhurst. I found this tied in with them being the second party in Sunken Citadel rather well. I also had cultists helping out with they distribution of twig blights etc.
You may also want to give the twig blights a blood sucking aspect as well, that went down real well….. The extra cultist encounters should give them the XP they need.
The downside of the sunless citadel I found is that they are now REAL suspicious of ALL druids…..
