Silence vs. the Horn of the Eye
I had an interesting scenario come up. The group was in the Vestibule. They were going to use the Horn of the Eye. The cleric cast Silence in the hallway outside the Vestibule.

In any normal circumstance, the Silence spell would block any sound from passing through, effectively blocking anyone from hearing anything coming from the Vestibule unless they were in the Greater Temple.

Complicating things is the Horn is a relic of the religion, but perhaps not in a game-term sense. What do you folks think? Would the horn overcome this (perhaps it is a Relic in the D&D sense, and thus overpowers the spell) or is it blocked like any other noise?

IMO, the Horn wins.

If the horn can be heard automatically (no Listen Check) by the cultists in that section of the Outer Fane, regardless of mundane things like physical distance and obstacles then the magical silence in only a small portion of that area isn't going to stop it.

So have the Silence caster roll spell penetration (or this may be a situation where you roll it for 'em) to see if the horn's noisemaking capability -- probably in the SR 25-35 range -- is affected by the caster's rendition of Silence. If it's an artifact, then I'd probably give it SR 32 (spell resistance of 12 + caster level of 20) unless there's some better means of determining its SR.
